Of course they can - they managed to do so during the last 6 years of the Clinton Administration, because there was a genuine bipartisan effort to do so.

As a general rule, single-party rule between the President and Congress results in larger budget deficits. Split rule results in smaller deficits.

The real question is will they? The answer to that is whether we'll get congressmen willing to actually reduce governmet's footprint and/or raise taxes, and a public willing to back congressmen that will make the hard and tough choices.

Congress / Politicians have an insatiable need for money..
No matter how much we have, they will always spend it all and more...Democrats use the public treasury to buy votes..
The welfare class votes Democratic in exchange for Public Assistance / Projects & Welfare funding..
This Democratic Welfare system of vote buying is what has destroyed the Black Culture in America..
