I had a mid 90's Taurus that lost the connection through the steering column. I ended up putting new switch on the column and then running new wiring just for that. It ended up working so poorly (cause the dampness would affect if... go figure for wipers in the rain..) that it was one of the primary reasons I got rid of the car.

It looks like you have done all the diagnostics by replacing parts> Not intended to be a smart*ss remark, just observation.
I recommend that you purchase two items, and proceed with DIAGNOSTICS:--
1) Repair manual, available at the local parts store or book store for < $20.00, and will contain a wiring diagram.
2) Test light, again from a parts store and agai for < $20.00.
read the wiring diagram for your year and model, and equipment, and use the test light to find either a missing power connection, or check if there has been a ground connection that has become compromised. Either will cause the issue you are dealing with.

Good Luck

Sounds like you might have a short, or a disconnected wire in your wiring system.
