Punctuation makes SUCH a difference! A comma after "Steinbeck" means the horse of the year was the offspring of Steinbeck who was nicknamed Running Flame. And the nickname referred to his quickness and showiness, I presume.

I am presuming these are either Quarter Horses or Thoroughbreds.
Both of those have a "Horse of the Year". In this sentence, the horse was of the year was named Running Flame. His sire, Steinbeck, is the "father". Had they said dam, it would have been the "Mother". Another way horseman refer to parentage is to say Steinbeck was on top, meaning he was the stud/stallion.
There is a site called All Breed Pedigree that you can check bloodlines and find track and show records for specific horses.

Steinbeck, who was know as "Running Flame," was the father of the 1999-2000 horse of the year.
