Once I see them, I spray them, but it's already too late by that time - the infestation is on! Do I need to replace or treat the soil to kill eggs or what?

i use ant powder..that shifts the little blighters !!

Try dormant oil. It is basically a highly refined baby oil, so safe to use.It smothers the overwintering insect eggs, vastly inhibiting their population.In the Spring & Summer spray w/ a seaweed mixture. It feeds the plant organically AND the spider mites HATE it.

Red spiders are very difficult to see. You'll know that they are there when it's too late. The best thing to keep them under control is to spray regularly the leaves with plain water (especially underneath). These pests thrive in hot dry environments.
