Because they think that those stalls are less used. Many people will either use the first stall or the last stall. I use the middle stall to pee and if I'm doing #2, I always go to the last stall.

I use the central stall because I read a survey once that the first stall is the one people use the most and I figured was always the dirtiest..

i never like the middle stall ever. i like the ends.
