It starts loading windows and then the screen turns blue with a black rectangle and starts all over.

Could it be a hardware issue?

Video card?

It does the same thing in safe mode.

It's hard to say... Try disconnecting all devices that are unnecessary, extra video cards, gaming cards, usb devices, then reboot. An add-on can cause a system to keep rebooting. Strip it down to the bare necessities.

If it boots properly after that, start adding the removed devices back on one at a time until you see the problem again. That way you can identify which device is the culpret.

Before you try having someone look at your computer and tell you you need new hardware try this. Click your start button then go to run type in msnconfig then click click o.k. a black screen will appear you will have several tabs to go to click the one that says boot then click boot in safe mode then you want to press restart. Allow the computer to restart. then repeat every thing again except un check safe mode press restart. This should help reboot your computer. If this does not work then you will need to havve some check your hardware, but if I were you I would try this first so you don't spend money on something that isn't necessary or on a computer tech. to do this same thing then charge you for something that he did not do.

could be.a video card i can't tell without being there. try booting in safe mode. press f8 before it starts loading windows. I'm thinking it's a software issue. a bad video driver possibly.
