yes. In the southern rain forrests they actually control the pests by electric screen laid on the ground at night. In general if are a carbon based life form you can conduct electricity......hence you can get shocked.

Yes, of course you can shock ants.... I do not think it would be economical to do so in a kitchen when you have a few here and there but if you(one) had many, one could always get one of those fly zappers(electric) ... put some sweet stuff on the inside to draw the ants and they would be zapped
