I would say, yes.
Pat Burrell is probably the most inconsistent player that has ever existed in Philadelphia. He at times, does things (like hit 450-ft HRs) that make you say "wow" then he'll strike out the next 4 times looking and you want to commit suicide. With Burrell's outlandish salary and no-trade clause, he needs a change of scenery as I feel he's mentally done in Philly.
I think that Victorino could easily replace Burrell in LF if Rowand doesn't get traded back to CHI. Michael Bourn is the CF of the future so I think that Victorino will be a good corner outfielder for sometime.

Probably. The problem is, he has a no-trade clause, and he'll only waive it to go to the Red Sox, Yankees, or Orioles. I don't see any of those teams wanting him (Red Sox maybe if the Phillies will take Wily Mo Pena, but I don't see that as a good fit).

I think a fresh start would be good for him, and he still has enough value that the Phillies could get a good player or prospect in return.
