I reckon it might be Gypsy Hill in south London - upon which the Crystal Palace TV tower stands. Ironically the southern end of the hill down towards Upper Norwood apparently contained one of London's first cycle routes. Not sure how popular that would have been - at the top of the hill.

Dont know the answer but Richmond park seems to have its fair share of steep hills,
