I need some recommendations on a good Video Capture Card. I do not want to watch live TV on my PC. I do not want to record live TV on my PC. I want to capture video from my VCR, at high quality, with little loss of frames. I would appreciate specific recommendations, including brand names / model numbers.

you're looking for a video card that has VIVO (video in-video out) capabilities. The latest and greatest are the geforce NVIDIA cards with PCI express. They have a little connector that you plug a VIVO break-out box to, and you hook VCR AV to IT. The cards with VIVO are all designed to meet a standard so as far as quality goes, they're all the same. It's really a question of your capture software that's going to allow you to set the quality of your recording
