My upstairs neighbour kids jump around every day. I have to send sms and ask them to please make the kids not jump. She said "kids is same this" but I will tell them. But next day, or sometime even the same day it happens again.
I can not understand why she alow them to jump at all. I have a 7 year old son, and he is just forbidden to jump, because I not want my neighbour under me makes problem.
But what is normal in this situation ? (beside moving)

Open communication. Like she^ said, make friends. Get their phone number, then at least you can just give them a call. My sister's youngest daughter is autistic, and she MUST climb and jump off a certain number of things per day, or she'll scream and cry all day. Really, all day. Sometimes, there is little to do but remember you were once the wee one.

If you rent than you can make a complaint to the landlord or file a motion in a civil court. Good luck

maybe you could get mor aquainted with your neighbor ?be friends etc and then maybe things will change
