He couldn't take his eyes off of the instrument and would have been unaware of anything else going on around him while he stared at it. Surely, he'll end up playing such an instrument.

Someone may have been playing the instrument and the music swayed him, like a cobra following a flute,
Or, he was fascinated by the design of it. Maybe it's shape reminded him of some valued object in his life.
'Held him in it's spell' means he stared at it for a while, maybe even caressed it...

It's personification -- the instrument is casting a spell...like a magician casting a spell, causing someone to not notice anything else.

He was enthralled with the instrument. He was acting like there was a magic spell on him, keeping him attracted to the instrument. He loved it like he was under a magic spell.

Well it isn't very often that a instrument is made out of Stainless steel... sooo he felt very special to be holding such a thing.
