Every time I try to set up a third user account on my computer...?

I can't perform any tasks because of a runtime error. What is this and how do I fix it?

I think it means there is a program running on our computer that is interfering with what you're trying to do (now, don't quote me on this) I would say try either restarting your computer, or id you know what you're doing you can go into your task manager and shut down the offending program.
