Try using Pond's Dry Skin Cream under your make-up. Its an extreme moisturizer that feels light and doesn't break you out. I guarentee that it will cure your dry skin problem. You can use any brand make-up over it and you won't have to worry about your skin. It has a wonderful, dreamy smell to it and it feels so luxorious! I like Rimmel brand make-up products. They have a wide selection of colors and they have a line of matte foundations and powders. All to fit your budget!

You probably want to get a shower scrub , an exfoliate to get rid of the old kin and then follow up with a moisturizer. Just go to Walgreens and browse arround the shelfs a bit and you'll find something within your budget

You HAVE to sort out your base.... I HIGHLY recommend Garnier's Intensive moisture mask. It comes in two saches, costs about £1.30. It is supposed to be used as a face mask but personally I use it as a moisturiser when my skin's really dry- a miracle!!
Then, use a tinted moisturiser. I use Clinique Almost Makeup and it's fantastic- I've recommended it to friends and all who have tried it have changed to it. Its not cheap (£17?) but it lasts for AGES!

Try a mousse foundation. Maybelline Matte Mousse is one. Also invest in a good moisturizer to use in conjunction with your makeup. Use it day and night.
