I don't think it is possible to say for sure. If I had three items in my hand, and said I had several of them, I'd be telling the truth. If I said I had a few of them, I'd be telling the truth.

several is greater means 7 or more but is used to mean more then a few which is 3 or more but less then 7 now both are used loosely

All always take several to mean two, and a few to mean three or more.
