Easy with a little practice. If you have either Photoshop or Paintshop Pro, you can use a plugin called IconBuilder (both on Mac or XP - see link below)...just make sure you use a fairly high resolution (I personally start with 2000 pixels per inch) as the higher the resolution, the cleaner your lines. Also build your images in a new image of no- more than 200x200 px - the larger you start, the muddier (less defined) your final product will end up being.
There are other icon building software, so why this one - because it works in conjunction with the program you are using to build the icon graphics - much neater and easier to use.
One guy suggested sticking with Photoshop7 over CS2...I don't understand why he said this as CS2 has so many layer-handling improvements there is not enough room here to list them all - and as anyone who has ever built even a couple of more complex icons will tell you, you often end up with many layers to achieve the final product.
If you need any assistance, don't be afraid to ask - I have a tonne of experience (well over a thousand designed and built thus far), as well as teaching graphics & digital arts at high school level.

Get a graphic program like Paint Shop Pro and read tutorials on how to work it and just mess around with diff programs.

Using Adobe Photoshop will be the best way, but u'll have to learn how to use it. (Go for AP 7 rather than CS2.)
