I am looking at a laptop that has suffered from a power surge and the guy says the motherboard may have been affected. And when he turns it on the computer comes to a stop. Can motherboards be replaced? Thanks!

Yes, if you can find one at a decent price. New ones are outrageous from the OEM but you can sometimes find used ones for a decent price on eBay.

yes if you send it back to the manufacturer but itl cost almost as much as a new one

EXTREMELY expensive and inadvisable as other things could be wrong...kick that deal to the curb.
