the ink has to glow/fluo, not the pen

I think you mean a phosporescent rather than fluorescent pen.

Those that you can buy are either manufactured from phosphorus or radioactive materials, either of which is extremely dangerous. On the assumption that someone else may respond to this question and not give you a warning, or that you will find out how to make it on the internet anyway, I have attached a link with a very stern warning that you should not attempt to make this stuff at home - it is very dangerous and very poisonous.

The link below shows you how to make phosphorescent "glow in the dark" ink, however IT IS FOR INFORMATION ONLY AND IS EXTREMELY DANGEROUS TO MAKE AT HOME. NEITHER MYSELF NOR THE HOSTS OF THE WEBSITE ACCEPT ANY RESPONSIBILITY IF THIS IS IGNORED.
