If I wanted to make a label for some discs that I plan to sell over the internet, and I happened to use one of the clipart from Microsoft Office as part of the design.... is this legal?

Yes if it is installed as part of the office suite. however if you picked it up elsewhere then it will depend on the terms and conditions of use that came with it.

I disagree...if you're including it on something you're selling, Microsoft owns the copyright on it. I think your T&C (Terms and Conditions) for use includes that you can't sell anything with their propietary stuff on it...that would include the clipart.

for my opinion it is allowed to use it by a license version of office. Yes you can use it to make labels for your CD casing and sell it to internet.
