The very idea of an online bachelor's degree in civil engineering sounds rather risky - and a quick search online seems to show that Masters degrees are a lot easier to get online for CE than bachelor's degrees - not surprising since the BS degree requires more hands-on learning.

University of North Dakota seems to have one, but it's not one of the highly ranked engineering colleges.
