Try PVA glue, it is water based. Only solvent based glue will melt styrofoam.

the white glue .which is used for wood.this is the only glue you may use for styrofoam. try it i am sure you will be very happy,it wont eat into the material.good luck

there is a glue exclusively for styrofoam available at michaels arts and crafts called "hold the foam", although styrofoam should never be heated or melted, as it gives off toxic fumes if you do.....

There's a glue called UHU POR I think that doesnt melt styrofoam.

the safest glue to be used on styrofoam is white glue or any rubber-based adhesive.

Try Silicone Caulk with a temporary holding gizmo
until the caulk becomes firm, or
Try Liquid Nails, no holding gizmo needed,
or
Try a rubber cement.
I also have an idea that Butyl Rubber Caulk might do
the job at a very cheap cost. It comes in white and
in black colors at most building supply stores.

Styroglue will give you the strongest bond. White glue does not dry in the center of the joint because air does not get to it.

Elmers, Silicon, Hot Glue or any animal based glue.
anything petroleum based will melt it.
