The professional staff of most major libraries have advanced degrees in library science and are your best advisers to form a new department. They can help identify what resources are presently available in the library system about China. For example our library has a collection of books and tapes/CD's that help people learn a new language or teach English as a second language. If there is a significant Chinese-speaking population, you may wish to start a small collection of books written in the Chinese (Mandarin?) language. This could be initiated with donated books. The collection could be publicized by a special display at the library separated into books in English about China and books/CD's/DVD's in Chinese. The Library Director (and perhaps the Library Board) would be involved to implement a well organized plan. They would likely have to consider similar plans for other ethnic groups well represented in the community.
