If I suspected this behavior of anyone I would try to find out if it is true or not.Then I would report the person.I don't rule out any thing,but as a mother I doubt a mother would be doing this,but I sure would investigate for the childs sake.

I would have to see some pretty strong evidence to make me suspect a lady of this. Paedophiles are driven by a strong (if incorrectly focused) sex drive which inappropriately target kids for several reasons. Ladies just don't usually have this. Couple this with a mothers empathy for her child and I would suggest you are very much mistaken.
