I have to say, no it has never happend to me. However it does sound like additional languages where installed when you upgraded to XP (check out the language toolbar, this is something that I normally disable when I build PC's).
Another thing that you could have done to get round this is either:
1. uninstall Windows XP, then reinstall Windows XP. As you upgraded a 9x system (eg 98, ME) you do have the option to uninstall XP and revert back to ME. Or
2. Instead of installing everything all over again, you could have repaired the installation (the first repair option ignore, but when it asks you where to to install Windows it will detect that you have an installtion present and them ask you again if you want to start from fresh or repair that one)

ME is fairly widely agreed to be the worst OS Microsoft ever issued.
Upgrades from ME to XP are very much not recommended as you are building on shaky foundations.
It is highly recommended that you take a copy of any files you want to keep (documents, pictures etc) then format the hard drive and install XP from clean to remove any trace of nasty old ME.

My guess is that when u went from ME to XP you simply did an upgrade which is a BIG no-no. When working with OSes, you should ALWAYS do a clean install which requires you to reformat the HDD. This is expecially important since you are moving from ME.

But then again, I never upgraded, just installed from scratch on re-formatted drive. But I had to re-format and re-install 3 times before it would run right ...
I have heard that Windows ME causes untold problems when using upgrade packs on.

some time with computer software you have to do it twice bucause it doest fix all the way like when wiping ur motherboard i usually have 2 do it twice cause it dosnt get everything
