I believe that hole goes right through to China. Or at least a great deal of the debt is owed to China.
At the end of the ww2, Britain had a similar problem. You win a war you expect the spoils of it right? Wrong, Turns out there are no spoils, just restoration of Europe, so, what to do. Ok, instead of cash, how would the creditors like the share of the future of Europe and umm let me see now oh, yes the colonies will all be independent in return for what is owed them, pretty much the party and the Empire and all its promises are over. But that won't much affect the multi-national corporations who jump off one sinking ship to come aboard another.
Thats the kind of hole.
