If by skinning the cat you mean carving away the cat's skin with a knife then I have a ready answer :
The way the rat bites.
It does it with a tactic that while it is biting the subject is either unaware or aware of a pleasant sensation.
It is only when the rat finishes its eating of the flesh and makes a way out of reach of its prey that the victim realizes that it was bitten and lost some of its (his or her) flesh !
So the best way to skin the cat is a way in which it does not know about it or if it knows then looks forward to and enjoys getting skinned until it is too late for the cat to react and do anything about the skinning !
Note to the readers : Cat, rat etc. in this answer are only metaphoric and do not refer to real cats and rats (animals).
I am only analyzing the meaning of the metaphor (proverb).

I fail to see how this fits in with Philosophy, nor am I one for seeing "hidden metephors and meanings" like a lot of weekend Armchair philosophists.
So if your looking for a direct answer to a direct question, the best way would be to stick a pressure hose up the cats butt, and turn it on full blast.
