The simple answer is of course both.

The more complex answer is that it depends on the group.

There are two large groups of dinosaurs which walked on two legs:

the theropods - the well-known two-legged carnivorous dinosaurs such as T.rex, velociraptor, allosaurus and the ancestors of birds such as archaeopteryx.

some ornithopods - vegetarian dinosaurs including famous dinosaurs such as the hadrosaurs (duck-billed dinosaurs), iguanodon. Not all ornithopods were two legged though, and many are believed to have generally walked on four legs and run on two.

Some other non-ornithopod, non-theropod dinosaurs were also two-legged, such as the pachycephalosaurs (bone-headed dinosaurs).

Many other groups of dinosaurs such as ankylosaurs, stegosaurs, ceratopsians (such as the famous triceratops), sauropods (the massive plant-eaters such as diplodocus and brachiosaurus) were all four-legged however.

There were some that walked on two legs, while others walked on four legs. It seems to me the ones that walked on two legs were probably the feared ones. Four legged creatures seem to be the ones being hunted.

It depends on the kind of dinosaur. Tyrannosaurus and velociraptors, for example, couldn't have possibly walked on 4 legs, it's anatomically impossible. By the same token, triceratops, stegasaurus and brontosaurus had four legs that obviously were used all the time.
