Lots of places(country allow nudist to practise their nudity). It is nothing different then Community Guideline.
Most of the time there are public places clearly marked for their use, so they can be there and the other people who are offended may stay away.
It depends on the local ordinance. So it is only enforced when there is a complain. So there are places, where the people are just left alone as specially in remote locations.

In the Netherlands we have sertain area where ppl can do a thing like that. They can not mix with ppl who r wearing clothes its separate beaches.
