well, the moving images in these cameras on the mobile phones and digital cameras are more or less similar in function to the webcams..
Is there any specific software that can be used to convert these devices into webcams..

Webcams are so cheap that it is more cost effective to just buy a webcam. Some video cameras can be used as webcams, but it is not easy to do so with a mobile phone or a still camera that does videos. These are not set up to be live.

I've never heard of a software that can convert a cam to webcam. it's all in the hardware.

Why not go for a webcam? They are cheap these days. You can find a decent one under $20 on eBay.

Indeed you can but you need third party softwares for this e.g. ETI's FlyCam. It uses bluetooth communication between mobile and your computer, it works with Yahoo! Messenger.
