I know you said you want to know how without using a fog machine or dry ice but I just wanted to tell you that if price is an issue, I saw a fog machine at Wal-mart the other day for about $12. I thought that was pretty cheap! Sorry, if this doesn't help. :-)

sorry, I don't think there's anything safe to breathe that you can make without the machine or dry ice.
But dry ice is usually easy to get, check the phone book.
