Depends on your height. Check out the short bikers list (see Link). It lists all the bikes that are suitable for beginners and shorter persons.
But really anything men can ride ... women can ride better!

Lots of awesome bikes out there right now that are great for women or for first bike for anyone for that matter, good prices on some used ones too...kawasaki has the EX500 ninja and EX 250 ninjas as well as some good cruiser bikes. Suzuki has the GS 500, Buell has the harley powered Blast 500 which is a great little bike, you can get a mint condition EX 500 for around $1000 to $1500 bucks too so they come cheap and ride great, i have owned a 1990 model in the past.

Usually, girls opt for scotterets like TVS Scooty or Honda Activa.
But if ur looking for a motorcycle...
First of all you need to check which bike suits you physically, i.e. ride height, kerb weight, etc.
If u wanna go for comfort and economy, pick Bajaj Discover DTS-i, its lightweight, agile and looks decently good. Also u can check out Yamaha Gladiator & Honda Shine.
But if u want something more flashy and powerful, u can either go for a H-H Karizma or Bajaj Pulsar 150/180, they're all pretty much in the same league. Pulsars are way too commonplace, Karizma holds a slight exclusivity advantage.
However, if u really wanna make a style statement, nothing comes remotely close to a Girl On A Bullet.

what is so special about girls! if you want a bike go and get what suits your need. almost all bikes are safer to handle and drive than a scooterette. i think girls preferred scooters and scooterettes only because it offered some convenience regarding dressing. if you can do without skirts and sarees then any bike suiting your physique and needs will be a superb investment.

A lot depends on your size/strength.
I'm not going to recommend any brand or model.
Go to different dealers, they will let you sit on them. Try up righting them off the kickstand and see how they feel.
Some bikes have a lower center of gravity than others.

Get an old classy Indian or an urban sporty lil plastic jobbie like a peugot to match your sleek big city flare. 40K on a bike? criminy! endless possibilities!
