optical illusion
or a "double-sided cartoon" or "Upside-down"
I have also seen them referred to as "topsy turvies."

Gustave Verbeek made these famous.

Check out this fun website (patient it loads slowly but there is a lot of funny stuff here) full of optical illusions, scroll down to section of "Upside-Downs"
http://www.panoptikum.net/optischetaeuschungen/opticalillusions.htm

here are some in the section "Upside Down images"
http://www.planetperplex.com/en/index.html

this one is a little risque
http://www.snopes.com/photos/risque/yellowpages.asp

google with the search terms "upside down optical illusions" and you will find lots, have fun!
