When I visited London many years ago, I found the closing sold at shops in London (eg. shops on Oxford street) so cool, and I felt ppl was wearing more latest fashion than people in my country in Asia. (I guess this situeation is still the same.)

But I things that I could not figure out was that there was no lining was attached on many skirts , dress and so on and It was a culture shock.
Does the reasons relate to the bad or the unique weather of London or just make those clothes cheaper?

It has almost nothing to do with the weather. It's cheap. Also, depending on the shop you were in, they may have you try on a display piece (without lining) and you then have it fitted. They make an entirely new garment for you, complete with lining, and the display piece goes back on the rack. That's rare, but it does happen.

I think the London women just like to have each mole and protuberance poke through their clothes...I applaud them
