It is spring forward, fall back. So yes, you set them back. The "official" time to do this is at 2 a.m. Sunday morning 10-29-06.
The whole idea is to allow more daylight hours after work for attorneys, judges, elected officials and other non-essential citizens to play golf. The excuse given was a big savings in energy.
