You have to decide when the right time is. If you're afraid he might think you're a pervert, it seems maybe you want to kiss for the wrong reason. Maybe you should be patient. Isn't it enough just to see him?

Wait for a quiet time when you two are alone. Don't be too full on, just be gentle and work from there.
He might not want to kiss you, though. If he moves close to you and doesn't mind touching you, he probably wants to kiss you.

Wait until you have some time alone wih him. Sit or stand close to him. Look him in the eyes, smile, and ask him when he's planning on kissing you.

1. ask him why? he could be being respectful of you
2. lean in if you want o be the aggresser and kiss him
3.either enjoy and relax and enoy the innocence of the dating cus once kissin starts then sex comes
