you really just have to get up the guts & start talking to her. if she isn't interested already, talking to her will help arouse her interest. after all, some people just grow on us as we get to know them.

If you are shy, try to tell her without telling her. Do little things to make her notice you. Talk to her about something that you know she has an interest in that you do also. Or ask her something about her that could start a conversation. Once you feel more comfortable with her, hint at the fact that you like her... or once you feel that you are ready... tell her. If you don't do anything, you will never know. Rejection is hard (Not that she would reject you) but regret is harder.

First you have to make her notice you instead of the other guy. Buy her a flower. When you see her say (ex. good morning) as your handing her the flower don't stop just keep walking. Women love mystery. If she's watching you everytime your around each other then you got her! Because then she's curious and that's all you need. Or find out what she likes through one of her friends. be careful don't want to look like a stalker.

man everyone is in your shoes at one time. grow some ballz and ask her out. hey wanna hang out?/what u doing on ____? wanna go out? wanna go see a movie? leave out the with me part and just don't give a damn.
the grass is greener on the other side of the fence. if you act like its nothin she'll like you right away if you stay honest and you it might take a while

well, you answered your question yourself. if she likes this other guy, then she doesn't like you back. unless she likes both of you.
