To build your speed you should do different types of running exercises everyday to keep your body from not getting used to one thing. Like picture a track and run the straights full speed and the turn jog em out do that 1 day. The next day go jog a few miles like 4 or so. The next day try doing like lines like run 10yds come back run 30yds come back run 50 yds come back and so on. Try things like that and that should definately help. Also if its possible try pulling tires that helps a lot with speed! Hope i was of some help :)

Intervals.
Clock yourself for 40 yards, then 50, up to 1000. (Or meters)
Run a lap, then an interval. Then a lap, then an interval. Keep striving for a shorter interval with more distance.
It worked when I was on the track team thirty some years ago.
