Get the name and number of a distributor or breeder from a pet store that carries them.
Talk to the manager of the pet store. Maybe you can work out a deal where you buy in bulk for wholesale prices, or a deep discount.
Breed them yourself. I don't know the logistics, but it seems the most cost efficient way to do it. You could maybe supply the petstore with your surplus.

You could try to work out a bulk rate with a pet store... LLLReptile sells feeder anoles and house geckos. If you can get the snake to eat frozen/thawed you can get 40 for 2.50 a piece and freeze them... I don't know how healthy it would be for a parrot snake, but you can also try scenting pinky mice and get him on to a rodent diet.
