Your computer is going through the POST stage of startup. Usually, the beeping sounds refer to a problem with your computer. Long beeps are errors. Short beeps are not. Regarding your monitor problem, I suggest checking the video card. If that is not the problem, then the problem has to be with another component in your computer.
For me, my computer is custom built. My monitor would not show a display and it would constantly make beeping noises. The remedy to my problem was switching the ram modules out. One of the ram modules, it seemed, was defective. After getting a replacement, my computer started up and the monitor showed a display.
As a side note, the POST stage of computer startup is the stage where the computer checks to see if all the components are working properly. Every motherboard goes through this process.

Either your video card has wiggled partially out of it's socket on the motherboard and needs to be re-seated, or one of the pins on the cable plug coming from your monitor into the computer has been bent and not connecting properly. Shut off the power and open the computer case to check and reseat the video card. Then check the video plug to make sure all of the pins are straight. Then power it all back up.
If you have added any memory to the system recently make sure it is seated correctly. It also might be incompatible. Remove it and put the originals chips back in their slots.

when your computer makes a beeping sound that usually is an error code. it means your computer cant start for some reason. If you have your computer manual it might say what the code means. The error code might look something like this-2 short 1 long=bad hardrive. or something to that effect
