It depends on the person who's defining. Everyone has different tastes, so one person may thing a girl is beautiful and someone else may think they're totally ugly. There's supposedly a golden ratio for how people should be proportioned in order to be truly beautiful, they even made a mask so people can compare themselves to this so-called "perfect beautiful face".
Some people like big eyes and small noses and pouty lips, and some people may like the exact opposite. I think in order to be beautiful you have to have a memorable face, one feature that really sticks out and makes people remember you really well.

That old saying, "Beauty is in the eye of the beholder" is actually dead on. Because people have such varying taste in everything and can't agree on many things, there is no universal beauty standards. That's why America's Next Top Model is a spit in the face to the people who compete in them and women who want to model in general.
QPI has a good point but I believe that personality is the sweet sugary insid of the cake; the looks are the icing. Classic example, a girl considered beautiful by many is extremely bitter toward men.

Beauty is not necessarely about a physical look, although that is the first thing that comes to mind. Beauty can be in the way one carries themselves. Are they confident? Beauty can be in the way we treat each other. These are what's important. The Physical Beauty is nice, but consider that x-tra. The iceing on the cake if you will. If someone treats you well and you enjoy being around them, this makes that person beautiful to you.

The term beautiful isn't just about looks. It's about her actions and how she treats the people around her. She could be gorgeous and a total witch with a B or maybe not so much to look at but helps old people and little kids. Beautiful is a title that has to be earned through virtue not just looks.

Beauty is something that is being acknowledged in the inner self.
There are no materialistic measures.
A girl may be looked beautiful for some people but not not for everyone.
