It's probably Regulus A Black, Sirus' supposedly dead brother.

For one thing, Regulus is mentioned quite a bit for a dead person. And we don't really have any concrete evidence that he is, in fact, dead. He hasn't been seen around, but curiously enough a mysterious locket WAS found in the Black residence. And the locket was stolen.

Most convincingly, however, are that the initials are translated in different languages. In every foreign edition, the last initial ALWAYS corresponds to the 'Black' family name while the given name intials stay the same. That's some pretty hard evidence there.

Some looser evidence can be found in the phrasing of the note. It's addressed to 'The Dark Lord', and the only people who generally called Voldemort that were the Death Eaters. Regulus, being a Death Eater in name but actually an opponent of Voldemort seems to be one of the few candidates on that basis.

well according to the new sources regulus black(sirius black's brother) can be the mysterious RAB.
