Use Yahoo Geocities
Most ISP's allow several MB of space for that purpose, with no additional charge.

I started out with Yahoo Geo Cities for free. I soon learned of Yahoo's Sitebuilder software and $11.95 a month for them to be my web host. What a nice service. So easy and no tedious html coding, the software does it.
