pretty easy, remove the two bolts on that hold the calipers to the caliper bracket, tie them out of the way. On the rotors, you will see two philips heads screws, remove those and the rotor should just slide forward off of the studs. If you can break the screws, you need to get an impact driver at Autozone for around 20 bucks, use the right bit, twist it counter clockwise and strike it with a hammer until it breaks off.

Install new rotors, change the pads while you're at it, get some disk brake quiet stuff and reinstall the calipers.

with all the right tools and no real issues, I can do a pads and rotors in about 20 minutes or less and this is doing it once every two years or so.

All you need to do is remove the calipers (normally an easy job but I've never worked on a Toyota so I can't say for sure) and then the rotors should just pull off. They may have a retaining device of some kind but it shouldn't be much more than a single screw. If they've been on a while the rotors might need some 'persuading' with a rubber or wooden mallet.

Are you asking how, or how much?

Techs are paid for their expertise.

If you feel you are being ripped off, ask the Manager of the shop.

If you feel you can DIY, feel free.
