They should still continue to grow. However, if you keep plucking them too much, they can stop growing permanently since plucking damages the hair follicle. My mother used to pluck hers a lot when she was younger and they barely grow now - they're super thin.
Since it's only been four years, though, you should be okay. You can try using a clean toothbrush and brushing in little circular motions over your eyebrows each day to stimulate blood flow. It can potentially help growth.

Plucking consistently for years does slow down the growing process and also could eliminate some hair follicles from ever growing back. Most likely they will grow back, but it is going to take a while and they won't be as full as they used to be. Meanwhile just fill in the gaps with a little eyebrow pencil.

RE:
Will my eyebrows grow back?
I plucked my eyebrows for four years, since 14, I think it used to be easier to grow them out two years ago. They fall out these days, like 1-3 a day which caused small bald spots. Is this a natural shedding process? I have scrubbed them hard with face wash though, I'm gonna stop. They grow...

You might be out of luck. Sorry. They have hair, skin and nail vitamins that can help grow hair faster but don't know if it will work on eyebrows. If you over pluck regularly the hair might never grow back, it will give up. Go to a professional next time it is only like ten bucks to shape eye brows and well worth it. Good Luck

Personal experience - once plucked out, the hair never grows back the same. I had beautiful eyebrows, but a make-up artist tampered with them one day to follow a new style, and they did grow back...but so unruly! Now I have to keep shaping them since they grow every which way.
Aunt's experience - she plucked her eyebrows for many years (super thin eyebrows were 'in' back then), and now they just stopped growing back. I guess plucking weakens them, so excessive plucking over extended periods of time can have serious growth effects.

dude, i tried answering this before but u deleted the question.
i plucked my eyebrows for the same amount of time, but i havnt had any problems..they all grow back stubbornly lol
mayb u should take a break for a while and let them grow back..so the hair folicles can reform.
or go to a professional shaper to get advice and to help you.
for now, until they grow back, try to shade it in with an eyebrow pencil the same color as your eyebrows.
hope this helps, good luck!
