I am hoping to plant a big dahlia patch in my backyard this coming spring. I ordered some tubers from a dahlia farm and the gentleman said I needed to amend my soil. Is this something I can do a little at a time over the winter? Does this mean adding manure?

OK, Now per the Sunset Western Garden Book 7th printting 1998:
Planting: [Plant them after frost is past and soil is warm. Several weeks before planting,dig soil 1 ft. deep and work in ground bark,composted redwood sawdust,or peat moss: also add coarse sand to heavy soils.]
I have also added either alfafa mix grounded meal like and bone mill for best plants for better blooms also. Then i also pour in water with solutions of Mericule-Grow B-1 Root Hormone. This helps root growth better also. Good luck-Keep Growing Great Flowers and Big Blooms:

again pending on where you live , the tubers should be lifted and stored in a frost free area during the winter . your other question is -- yes either a rotted compost or manure and feed with a overall general fertiliser . good luck .

just mix some manure or mushroom compost or anything else organic into it.
