if i would be in charge i would inspire workers to do best they can,and give theme incentive to do,what ever it takes, the first who achieves the goal, will receive the highest bonus, give at least to three people, and always complement them on the job they did.be surprise how you will exceed the expectation, because nature of human is to be compatible and be the best they can be.

I would make a very solid plan to achieve those goals (e.g. for product- and or market development) and make individual people responsible for reaching parts of that plan. I would have the CEO actually sign the plan and have him/her communicate that to all staff frequently. To top it off, I would implement a rigid reporting structure, to be be able to track the progression of these parts. There would be a monthly reporting directly to me and steering directly by me.

Furthermore, it would be a lot of ´walking the talk´, to motivate people to achieve those ambitious goals, understanding their concerns and creating an environment for individuals to reach these goals. The bonuses etc. come last, since I do not believe people only work for money. Of course, we all want to be paid well, but more importantly, we want to be part of a winning team. Incentives are great for reaching short term goals and should be used as needed, to keep the motivation up.
