I don't "know" what the legal terms are for, "call the police" and
press charges! But of course this can't happen unless the "wife" presses charges against the "husband." Legal terms or not, that's how it is. It's called assault & battery, and it's against the law. If however the "wife" doesn't press charges, and the child lets the police know what's going on, the law can take matters into their own hands, and press charges against the stepfather for abuse, the Mother for neglect, and the child can be taken away and placed into foster care or with a responsible relative.
