Lots of observatories and planetariums have observing nights open to the public for a few hours once a week or so. And amateur astronomy groups hold "star parties" that are almost always open to the public once a month or so.

Sky & Telescope's website lists many clubs and organizations around the country that have public observing nights: http://skytonight.com/community/organizations

Another idea would be to contact a science museum near the city where you are going to visit and ask them, they will probably know where and when there will be public observing nights.

You can look through this website: http://www.lochnessproductions.com/lpco/lpco.html
to find a list of all the worlds planetariums with contact information. Planetarium folks are pretty friendly (I happen to be one, and I know a lot of the planetarium people from the north east and south east US).

I don't know about the East coast but in the southwest you can.

You can also rent telescopes from astronomy clubs sometimes. There is a very large star party in Vermont every year called Stellafane where people bring telescopes they've made. A lot of them would probably let you look through their scopes.

I've never heard of any but there are planetariums you could go to and see the night sky.

If you could make friends with someone in a university it's possible you could go with some amateur astronomers when they go out too look at the stars.
