I have recently used and liked Virgin Wireless. In the U.S., Wal-Mart sells their phones for less than $30, usually with a few dollars of airtime included. You can talk for 10 cents/minute (anytime, roaming and long-distance included), and there's a 35 cent/day charge for account maintenance. There are no other charges. Virgin has other plans available as well, that might make more sense, depending on your usage. I haven't found anything less expensive or with fewer strings attached.
p.s. I just looked at their website, and they have phones for sale for $24.99 that include $25 of airtime.
Other benefits are that you can handle all your account maintenance online.

please do not buy a Tracfone. Yes, they have cheap phones, yes, they're available at wal-mart...but thier airtime is the most expensive of ANY prepaid provider. you'll find yourself spending more for airtime in the first week than you did for the phone.
my personal reccommendations for prepaid wireless go to Virgin Mobile and Boost Mobile. Both offer premium prepaid plans that actually have options like a real plan and even include free minutes. I've seen phones for both at Wal-Mart...yes, they're more expensive phones than TracFone...but, you have to weigh out that TracFone is, at it's cheapest, about 20 cents a minute and tops out at 34 cents a minute (per-minute rates vary as you buy increased value cards). Yes, they offer options that give you more minutes, but it also requires more money. It's simply not worth it and I can't believe they are still in business.

Virgin Mobile prepaid service. I've been with them for almost 3 years now and travel frequently and never get charged more than the flat rate of local service ($0.10 a minute, even when traveling). And about everywhere I go and someone who is with me do not have service, I do, regardless of no bars on my phone, it still dials and I do reach people on the other side. Great service and customer service!

I don't know where you live, but my daughter had Virgin Mobile. She was spending $40-$50 a week on that pay-as-you-go P.O.S.
I got her hooked up with MetroPCS, and now she pays $45 a month for unlimited voice and text messaging with no contract. Only drawback is that it only works in metro areas, hence the name. Other than that, she's pretty happy with the service.

Target, Wal-Mart..they are called tracphones, one is 50$ the other is like 70$, the one I had was 70$, now I have a regualr phone.

i am not sure what area your in but look into cricket mobile. they have a service in texas not sure about anywhere else. no contract you buy the phone and get unlimited in and out calls for 47.00 a month basically carrying your home phone with you.
