There isn't a "Lovenstein Institute"... this is just another spoof that was taken too seriously.
The study quoted above began circulating on the Internet during the summer of 2001. Later that year pranksters thought to register www.lovenstein.org and erect a web site around it in an attempt to fool people into thinking there really was such an institute.
The piece is simply a political jibe.

A report published Monday, the Lovenstein Institute of
Scranton, Pennsylvania, detailed its findings of a four month study of the intelligence quotient of President George W. Bush. Since 1973, the Lovenstein Institute has published its research to the educational community on each new president, which includes the famous "IQ"report among others.
There have been twelve presidents over the past 50 years, from F.D. Roosevelt to G.W. Bush, who were rated based on scholarly achievements:
1. Writings that they produced without aid of staff, and
2. Their ability to speak with clarity, and several other
psychological factors, which were then scored using the Swanson/Crain system of intelligence ranking.
The study determined the following IQs of each president as accurate to within five percentage points. In order of IQ rating:

the 50th percentile among the norm group of Air Force Academy applicants had an IQ of about 123, thus putting Bush in the 125-130 range—a little better than his SAT score would imply.

George Bush has the I.Q. of a toot straw. I've always considered him an Idiot Sevant, like the Rain Man. In most ways he is mildly to moderately retarded; in other ways he is brilliant.
He doesn't know how to talk intelligently and he doesn't know when to stop, but he is capable of destroying the world and he sure does know how to lie, cheat, steal and kill. He lacks a sense of reason in his thoughts. He doesn't know enough to care and he doesn't care enough to know.
